On 06 April, 2011 Uluchay signed a grant agreement with National Endowment for Democracy to implement Youth Civic Awareness Program (CAP) which main goal is to encourage political consciousness and civic engagement among youth.

Uluchay will use renewed National Endowment for Democracy support to encourage the participation of young people in public life in Sheki. Uluchay will organize twice-monthly events, including a speaker series and debates, and administer a small fund to support youth civic initiative projects. The organization will train a select group of young journalists to write articles for a newsletter, contribute to a blog, and film a short documentary.

"Uluchay" Social-Economic Innovation Center is non-governmental, non-political, non-profit, Sheki - based organization.

The mission of the organization is to assist regional socio-economic development in Azerbaijan’s regions. Specifically create favorable conditions for people living in Azerbaijan, to help to overcome hindrances politically, legally, and socially and to support their civil rights, with the help of the local community and abroad.
