Uluchay’s mission is to increase public participation and promote fair debate on critical social, economic and civil society issues in both Azerbaijan regional and national forums.
Uluchay’s trademark is to work in coalitions and networks to strengthen social movements by facilitating cultural and cross-class alliances. As a policy research centre, Uluchay’s work is unique in that we introduce new approaches for social change, including the awareness of economic, social and cultural rights. We work with grass roots constituencies, such as internally displaced persons, farm workers, private sector business owners, and governmental entities, to help bridge the connection between policy research, activist networks and social movements.

Programmatic Strategy
The overarching strategic objective of Uluchay is to conduct independent public policy research and analyses, compile the information and disseminate priority policy reform reports that will inform and guide regional governments’ legislative agenda for modernization of public policies and enable smooth and effective implementation of policies and programs.
Donor Relations
Uluchay is strengthened by its broad-base of existing donors. Notables include the Japanese Embassy in Azerbaijan, National Endowment for Democracy (NED), Eurasia Partnership Foundation, Open Society Institute Assistance Foundation, U.S. Embassy in Azerbaijan, Action Against Hunger, Swiss Agency for Cooperation and Development, European Commission, Counterpart International, and United States Agency for International Development (USAID).
Networking
Uluchay is a member of the Eastern European and Central Asian Business Incubators and Technology Parks Network (ECAbit) and the World Bank’s Information for Development Program. Uluchay’s executive director, Ilyas Safarli, is a member of the Euclid Network’s European third sector leader’s network and a national coordinator of the Global Forum for CSOs effectiveness development.
