“Uluchay” Social-Economic Innovation Center
The Board of Directors of “Uluchay” Social-Economic Innovation Center consists of 9 people:
Mayis Safarov – Founder and Chairman of BoardDr. Safarov has graduated from Azerbaijan State Medical University. Since 1990 he has started to work in different international non-governmental organizations and in 1995 has established Uluchay. He is experienced person in management of organization and projects, communication with local and natinoal authorities, as well as facilitating high-level meetings.
Arzu Huseynova – Secretary of BoardMrs. Huseynova has graduated from Azerbaijan State Technical University and working at Uluchay from its establishment. Currently she is an Advocacy expert of organization. She has several successful advocacy campaign at local and regional level done with the support of local and international donors.
Mohubbali Nagiyev – Treasurer
Vagif Hasanov – Member of Board
Vagif A. Hassanov, at present, works as a Capacity Development Officer (CDO) with the USAID’s Socio-Economic Development Activity (SEDA) in Azerbaijan. Prior to being CDO, he served as a Government Liaison Advisor with SEDA starting in 2012 where he was responsible for successful implementation of the project components on Strengthening the capacity of civil society organizations and Government of Azerbaijan (GOAJ) to engage with stakeholders on key socio-economic development issues and ensure integration of GOAJ participation across project overall. He has also worked as a Project Manager for the Social Services Initiative in 2009-2010; Local Advocacy Manager/Local Government and Civic Engagement Officer with USAID’s Civil Society Project (CSP) in Azerbaijan executed by Counterpart International/Urban Institute/ICNL in 2006-2009; as a Project Coordinator of World Bank funded Community Empowerment Network (CEN) in 2004-2005; as a Training Coordinator for the UNDP’s NGO Resource & Training Center in Azerbaijan in 1998-2003; and Warehouse Manager/Deputy Project Manager of CARE International in Azerbaijan in 1994-1997. In addition, in 2011, he has been involved with Counterpart International, as a Consultant on USAID’s IPACS-II program implemented in Afghanistan. In 1999, he has undergone a course on “NGO Management” in Israel; in 2002, he conducted a research on “Strengthening Civil Society by Building Capacities of NGOs in the Countries of Transition” at the University of Pittsburgh, PA, US; and in 2011-2012, he studied Public Administration at the Kansas State University, KS, US.
Yashar Gojayev – Member of Board
Arzu Jafarli – Member of Board
Arzu Jafarli is a business development specialist at Deloitte & Touche. Prior to her career with Deloitte, she worked as a project director at the Transparency International Azerbaijan Chapter and as an editor for IMPACT Azerbaijan magazine. Previously, she has worked for a number of international organizations, such as the International Rescue Committee Azerbaijan Program, the Organization for Security and Co-operation in Europe office in Baku, UNICEF Headquarters in New York, NY, USA, and the Sanctuary for Families in New York, NY, USA. Arzu received her MS degree from the Columbia University School of Social Work specializing in Policy Practice and International Social Welfare in 2012. She minored in Business Administration at the Columbia University School of Continuing Education. Arzu earned her Bachelor’s degree in Political Sciences and International Relations from the Academy of Public Administration under the President of the Republic of Azerbaijan in 2001.
Ilyas Safarli – Member of Board
Ilyas Safarli has graduated from Azerbaijan Cooperation University and currently working at Uluchay as an Executive Director. He is specializing in fundraising, communication, management and implementation of projects and also conducting researches on civil society and business environment topics. He is a member of European 3rd sector leaders network (Euclid), EaP Civil Society Forum’s National Platform and also is a National coordinator of Global Open Forum for CSO development effectiveness.
Gunay Ismayilova – Member of Board
Gunay Ismayilova is currently working for the Chemonics Intl. as an Organizational Development Specialist. She is also represented on the Board of Directors of Azerbaijan Social Work Public Union (AZSWPU).
Gunay Ismayilova has also worked for Save the Children’s Azerbaijan Country Office in several development programs, such as CLAP (Creating Livelihood for Adulthood Program), SEAB (Special Economic Action for the Blind). Moreover, she earned rich experience in the issues of children with disabilities and their families while she worked for United Aid for Azerbaijan (UAFA). Gunay also worked as a social work consultant at Hilfswerk Austria International, where she provided expert advice for the development of alternative services, such as small group homes, Family Counseling and Training Centers for children at risk and their families. In addition, Gunay taught “Social Work with Refugees and IDPs” and “Social Work with Children and Adolescents” at the Azerbaijan University in Baku.
Gunay has earned her Bachelor’s Degree from the European Studies faculty at the Azerbaijan University of Languages in 2005. In 2012, she received her MS degree from Columbia University School of Social Work, specializing in Advanced Clinical Practice with a focus on Children, Youth and Families. She minored in International Social Welfare.
Sabina Mirzayeva – Member of Board
Sabina Mirzayeva is a Project Manager at MilliKart company, Processing Centre in Azerbaijan. Recently, she has been experiencing in Information Technology sphere with IT projects. She holds Master of Business Administration from the University of Wales in UK. She is also a certified master in Project Management by the George Washington School of Business University. Sabina earned her Bachelor’s degree in Azerbaijan State University of Foreign Languages in 2001.
